When Hamlet is asking the question To be or not be, he is basically saying life or death. I feel like this part of the text is mainly focusing on himself and it is not just a broad question overall. This soliloquy is focusing on Hamlet himself and I guess you could think that it is suppose to mean something to others but in it Hamlet mainly talks about his faults and what he thinks. He continues to talk about dreaming and death.
